Regulator NEURC at the heart of Ukraine´s energy reform: Next steps of the legal update

Ukraine’s integration into the EU energy market significantly increases the responsibilities of the National Energy and Utilities Regulatory Commission (NEURC). An independent, transparent and effective regulator is essential not only for implementing the EU energy acquis, but also for strengthening investor confidence and ensuring the effective functioning of Ukraine’s energy markets.

Over the past months, Green Deal Ukraїna, together with its partners, has examined the institutional framework of NEURC and possible avenues for strengthening its governance within Ukraine’s current constitutional framework. The analysis has drawn on discussions with NEURC, the Verkhovna Rada, the Ministry of Energy, European institutions, the Energy Community and other Ukrainian and international stakeholders.

This event will present the main findings and recommendations and provide a platform for an open discussion on the next steps for NEURC reform, including the ongoing legislative process and its relevance for Ukraine’s EU integration.
