How much of the current Ukrainian emissions would theoretically fall under the current EU Emissions Trading System (ETS1), and how much would be covered by the planned ETS2?

Under the EU’s current emission-trading-system (ETS), Ukraine would be responsible for around 165 million tonnes of CO2 equivalent in 2023, mostly from metal production and combustion installations. A further 74 million tonnes would be covered by the EU`s new ETS2, which expands the current system to include emissions from fuel combustion in road transport and buildings.
