Ukraine has established a National Database of Energy and Operational Characteristics of Buildings, with phased requirements for public authorities to enter building characteristics and energy-consumption data.

During the database's rollout, as of December 2025, energy-consumption indicators had been recorded for only 148 of the 3,059 registered buildings (4.8%).

Reliable baseline data are important for identifying renovation priorities, preparing credible investment cases and verifying energy savings; incomplete consumption data can therefore limit the database's usefulness for municipal planning and project preparation.
