As part of the #ProGreenDeal for Local Communities 2026 programme, we held the Summer Module in Kyiv

After two online blocks, during which participants worked with the fundamentals of energy and climate policy, the Green Deal, EU policy, the NECP, and practical tools for communities, we finally came together offline.

From 15 to 19 June, representatives of communities worked in Kyiv on the practical deepening of energy and climate planning at the local level. The Summer Module became a space where communities moved from the overall framework of the programme to working with their own tasks, challenges, and possible solutions.

The Summer Module focused on three practical areas:

  • municipal energy planning;
  • energy management action plans;
  • development of project concepts and work with grant opportunities.

Special attention was also given to investment logic, individual consultations with mentors, and the final presentation of communities’ work.

What was especially valuable for us was that participants were not working with abstract cases, but with the real needs of their communities.

During discussions, group work, and final presentations, very specific questions were raised: how to strengthen energy resilience, how to plan recovery while taking climate goals into account, and how to develop projects that can be implemented in practice.

The Summer Module once again showed how important it is to create spaces where communities can not only gain new knowledge, but also exchange experience, test ideas, receive expert feedback, and see that their local solutions are part of a broader process of Ukraine’s green transformation and recovery.

Ahead lies further work on the results, final analytical outputs, and practical developments that communities will be able to use in their work.
