GDU Activities at the Ukraine Recovery Conference 2025

On July 9, GDU hosted an invitation-only side event "Integration of Ukraine into the EU electricity market: obstacles and opportunities", organised together with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the German-Ukrainian Energy Partnership.

The speakers at the event included representatives of key stakeholders in the energy sectors of Ukraine and Europe: Mechthild Wörsdörfer, Deputy Director General, DG ENER; Artur Lorkowski, Director, Energy Community Secretariat; Vitalii Zaichenko, CEO of NPC UKRENERGO; Andriy Gerus, Chair of the Committee on Energy, Housing and Utilities Services, and GDU experts. The discussion was moderated by Helen Naser, representing GIZ and the German-Ukrainian Energy Partnership.

Susanne Nies, GDU Project Lead, and Georg Zachmann, GDU Scientific Lead, presented two of our recent studies on market coupling and market-based generation development in Ukraine.

The event gathered a specialised audience of energy experts, representatives of the IEA, ENTSO-E, industry associations, and lawyers.

Discussion was on the topics of Ukraine's European integration in the energy sector, the state of legal implementation, and other obstacles and opportunities. The participants discussed the results of the studies and the necessary next steps.

During the event, we also announced our forthcoming study, "Ukraine cross-border electricity trade: challenges and solutions." We look forward to presenting it and increasing the effectiveness of Ukraine's efforts on the EU accession path.
