Graphite and titanium are important for Ukraine's integration into EU supply chains in the field of critical raw materials - study

A new article based on our joint policy paper with Forum Energi, “Critical raw materials in the energy transitionL assessing Ukraine’s potential for EU supply cheins”, has just been published in Ukrainian media (available in UA).

Ukraine holds deposits of 25 of the EU’s 34 critical raw materials — yet its role in EU supply chains remains limited for now. Our research highlights titanium and natural graphite as the most realistic and commercially grounded entry points, while other materials still require significant project development.

The paper explores not only the potential, but also the structural barriers — from war-related risks and costly capital to gaps in geological data, regulatory predictability, and access to competitive low-carbon electricity.

At the same time, there are clear positive signals: improving transparency, ongoing digitalisation of geological data, and growing international support mechanisms.
