Green Deal Ukraїna contributes to the latest Ukrainian Analytical Digest No 20: Ukraine`s Energy and Climate Policy

This special issue explores the transformation of Ukraine’s energy system in the context of war, reconstruction, climate policy, and European integration. The six contributions examine three interconnected themes: the resilience and adaptation of the energy system under wartime conditions, market and infrastructure integration with the European Union, and the role of local energy systems and municipal capacity in implementing reforms.

Contributors from the GDU and our partners analyse topics including:

• Electricity market coupling between the EU and Ukraine as an early accession measure
• The state of Ukraine’s electricity system in the fourth year of war
• Regional energy cooperation between Ukraine, Moldova, and Romania
• Planned versus actual power outages during the winter of 2025/26
