High-Level Discussion: How Can Germany Support Ukraine's Recovery?

We were honoured to co-organise a high-level discussion with selected representatives from federal ministries, GIZ, and members of Parliament to reflect on how Ukraine’s energy sector managed to withstand last winter — and how Germany can help ensure its resilience in the winters ahead.

Despite continued heavy Russian attacks on Ukraine’s energy infrastructure, a full system collapse was avoided. Yet, the system remains more vulnerable than ever.

Our recommendations can be summarised in three key messages:

  • Strengthen air defence: To minimise destruction
  • Better allocation of support: To maximise impact within tight budgets
  • Predictability of aid: A fundamental prerequisite for effective preparation.

Many measures require time, which means waiting is not an option.
To ensure that energy supply does not become the Achilles heel of Ukraine’s defensive effort, Ukraine and its international partners, notably Germany, need to start coordinating support for winter 2026/27 and even 2027/28 already today.
