Mitigating Ukraine’s Looming Electricity Crisis

Amid unprecedented destruction of Ukraine’s energy infrastructure—70% of generation capacity is damaged, destroyed, or occupied—our study offers a roadmap to avoid catastrophic electricity shortages during winter.
Our modelling demonstrates that targeted action can drastically reduce load shedding, including:
- Restoration around half of the damaged capacity
- Increasing cross-border import capacity (e.g., +500 MW from Poland)
- Fast deployment of decentralised generation and storage
We propose an "energy situation room" to enable coordinated, real-time response and investment planning — a critical step to reinforce Ukraine’s energy resilience before the next winter.
