PRO Green Deal: EU Accession Course Successfully Concludes

On 5 December 2025, GDU completed the PRO Green Deal: EU Accession course. Over 13 weeks, 40 national decision-makers from Ukraine and Moldova explored key aspects of EU climate and energy policy, including energy markets, regulation, and the European Green Deal.

The program was conducted through a combination of digital learning modules, live discussions, group assignments, and expert-led sessions (delivered by leading experts from the Green Deal Ukraїna project and the Florence School of Regulation). As in previous cycles, participants took part in role-playing simulations based on current accession challenges, this time centred on the negotiation of the National Energy and Climate Plans of Ukraine and Moldova.

By continuing to invest in Ukraine through these educational programs, the Green Deal Ukraїna project can help shape Ukraine’s energy and climate future, fostering a generation of skilled, engaged professionals and resilient communities. These efforts not only support the country’s recovery but also contribute to a sustainable, forward-looking path, strengthening Ukraine’s human capacity in order for the country to thrive and lead in its green transition and European integration.

Past Participant testimonials:

“This is one of the most unique programs I have participated in and it was not easy. Now, I have a complete understanding of concepts like market coupling and how to decide on investment projects. I understand the nuances of different generation types. The only problem is that the program is over.” – Graduate of the PRO Green Deal: Spring Edition program

“The program gave me profound insight and practical knowledge for European integration and climate policy. We worked extensively on the European electricity integration package, which is critical for aligning Ukraine’s energy market with the EU. I am grateful to everyone involved, despite all challenges, you continue to believe in Ukraine’s European future and help us prepare for accession.” – Graduate of the PRO Green Deal: Spring Edition program

“We had everything in this program - from theory to practice, from formal learning to informal exchanges. It has helped me rethink strategies and prepare for upcoming challenges like CBAM. I hope our community continues to work together because there is so much more ahead.” – Graduate of the PRO Green Deal for Policymakers program

The next edition of GDU’s training activities will be announced in early 2026.

The program was developed within the framework of the Green Deal Ukraїna project, a trilateral initiative between Germany, Poland, and Ukraine and is implemented jointly by Helmholtz-Zentrum Berlin, the Florence School of Regulation, and the Kyiv School of Energy Policy.
