Ukraine: What can a recovery conference achive in the mids of war?

An a new article for Table.Briefings, Susanne Nies and Olga Bondarenko reflect on this question ahead of the Ukraine Recovery Conference 2026 in Gdańsk.

Reconstruction will not begin on day one after a ceasefire or peace treaty; it is taking place every day.

The article looks at how Ukraine's recovery is already taking place despite the ongoing war, how the country has evolved from a recipient of support to a partner in many areas, and why the foundations for future reconstruction are being built today. It also highlights the importance of research, education, energy cooperation and close coordination between European partners in supporting Ukraine's recovery and EU accession.
