The European Green Deal aims to make the EU a climate-neutral economy by 2050. A crucial aspect is empowering national decision-makers to lead the transition to clean energy and the practical implementation of reforms.

The urgency to empower Ukrainian decision-makers has heightened since the European Council's decision to initiate accession negotiations. While EU accession negotiations will take time, prioritising the energy and climate agenda is essential for Ukraine's immediate reconstruction.

This necessitates building the capacity of key decision-makers, equipping them with the knowledge, skills, and resources to drive change at the central level.

Our training

Schedule: 9 September - 18 December 2024

Format: Online course with the possibility of in-person events

Time commitment: 4-8 hours/week

Language: English

Admissions: The participants will be selected by the selection committee, based on the results of the application form and interview (held in English)

Scholarship: Scholarships are available to exceptional candidates

Additional opportunity: 4-5 hours per week of English for Energy Advisers course

 

The program consists of:

  • 60% FSR (Florence School of Regulation) Course on Electricity Markets in Europe, providing participants with a deep understanding of market dynamics and regulatory frameworks through online modules and expert panels.
  • 40% Deep Dive and Complementary Sessions: Interactive sessions focusing on specific aspects of the EU Green Deal, fostering in-depth exploration and discussion.
  • Mentorship/Coaching: Participants benefit from mentorship and coaching sessions to support their learning and development throughout the program.
  • Up to 16 classes of English for Energy Advisers are offered to participants. 
  • Group project with coaching and peer review.
  • Mastery challenge is available for those who want to pursue a certificate of excellence from FSR.
  • Participation in High-Level Conference Green Deal Ukraїna Project, October 2024 Kyiv, and offline workshop.
  • A written test which will be taken at the end of the program.

Program structure

Energy Markets: Evolution of Electricity Markets in Europe

Format: online course

Time commitment: 4-8 hours/week

Schedule: 9 September - 18 December 2024

Language: English (with translation option to Ukrainian)

Part 1: Introductory Sessions

  • European Energy Regulation and International Climate Frameworks.
  • EU accession of Ukraine (and Moldova) and requirements on energy and climate.
  • Energy and Climate Governance in EU and Ukraine.
  • The importance of Data and Modeling.

Part 2: Florence School of Regulation Course on Electricity Markets in Europe, combined with deep dive and complementary sessions.

  • FSR Module 1: Electricity market basics in Europe.
  • FSR Module 2: European experience with cross-border electricity trading.
  • FSR Module 3: System balancing in Europe, system security and technical operation.
  • FSR Module 4: integration of distribution network constraints into electricity markets, consumer-focused legislative packages and initiatives.
  • FSR Module 5: Overview of REMIT regulations in the European energy market.
  • FSR Module 6: Buffer week to work on Mastery Challenges and reinforce their understanding of the material covered in previous modules.
  • FSR Modules 7 & 8: Mastery Challenges, including analysis of short-term interventions to long-term market changes, exploration of the future of capacity remuneration mechanisms, and investigation into demand-side flexibility.

Part 3: Governance & Empowerment Workshops

  • Governance workshops with inter-ministerial working group coaching.
  • Empowerment sessions for decision makers.
  • Simulation games in group format.
  • Mentorship and Coaching Sessions.
  • Group exercise to work on the future electricity market of Ukraine/Moldova and the regional context.

Part 4: Final Test

  • Participants will take a written test which will be taken at the end of the program.

What to expect

  • After successfully completing our comprehensive program, consisting of multiple blocks, participants will be awarded a Green Deal Ukraїna certificate, jointly delivered by the Helmholtz-Zentrum Berlin (HZB) and Kyiv School of Energy Policy (KSEP)
  • Additionally, at the end of the course, participants can earn a Certificate of Attendance, a Certificate of Completion or a Certificate of Excellence from the Florence School of Regulation (FSR), depending on their performance and engagement throughout the course.
  • Participants will gain a robust network of energy experts through an active alumni network and in-person events, like the Green Deal Ukraїna annual high-level policy event held in Kyiv.
  • Finally, participants will become valued members of our community and will receive exclusive invitations to participate in various activities hosted by these esteemed institutions.

Who is eligible

A national decision-maker from Ukraine or Moldova who comes from government, ministries, regulatory agencies, parliament, corporate, think tanks, or NGOs (international donor organisations exempt). The ideal candidate currently resides in Ukraine or Moldova and works for local organisations.

We are looking for someone with at least 5+ years of working experience in the field of energy, with at least B1 level of English, and who has a clear vision of why they wish to participate in the program.

How to apply

Please note that only a limited number of participants will be admitted. Applicants must submit the following documents through the google form:

  1. Short CV (max. 2 pages)
  2. Short statement of interest (max 500 words) that contain the below components:
    a. Motivation for participating in the program
    b. What is your role within and experience within energy and climate?
    c. Please give an example of your recent successful energy project
    d. How will the program contribute to your work success?
    e. What project/policy do you intend to implement upon the completion of the program?

Application documents must be submitted through the google form. Any application material sent over email will not be considered.

Applicants selection

The selection process will consist of two steps:

  1. The selection committee will review applications to identify eligible candidates.
  2. Shortlisted candidates will be informed in the first week of May and undergo interviews from the 7th - 9th of May.
  3. Following the interviews, participants will be selected and notified via email by mid-May

For this reason, we ask that all applicants be prepared to have a 15-minute interview during those days.
