EU Imports from Ukraine & CBAM Share
wo thirds of Ukraine’s total exports go to the European Union. In absolute terms they have doubled from around 1 billion USD per month in 2015 to over 2 billion USD in early 2025.
Sectors covered by the EU’s Carbon Border Adjustment Mechanism (CBAM) represent only a small share of Ukraine’s total exports to the EU, averaging ~15% over the observed period.
Within the CBAM sectors, iron and steel dominate as Ukraine’s most significant export category. Fertilizer exports, once modest, have ceased entirely due to wartime destruction and production disruptions. Aluminium and cement exports have gained slightly in importance in recent years. The share of electricity exports remains volatile, yet is likely to become more relevant as Ukraine advances its integration into the European energy system.
