Methodology

This dashboard combines publicly available energy market data, internal assessments based on media reports and satellite imagery, and primary survey data comissioned by GDU and collected by the Center for Applied Research (CPD). The general methods for constructing each figure are explained below.

1. CROSS-BORDER ELECTRICITY TRADE (COMMERCIAL FLOWS): Commercial net power flows between Ukraine and neighbouring countries in both hourly format (MW) and aggregated monthly (in GWh). Positive values indicate imports into Ukraine, and negative values indicate exports to neighbours. The physical flows may differ.

2. STATUS OF GENERATION CAPACITIES: Operating status of specific powerplants assessed based on media reports and satellite imagery, then aggregated into the categories displayed on the figure. These are unofficial numbers, and do not include the renewable capacities or pumped hydro storage.

3. SURVEY OF SCHEDULED AND ACTUAL POWER OUTAGES BY OBLAST: Scheduled, emergency, and actual outage hours for a sample of two consumer sub-queues per region were collected daily via a survey, which ran from January 31 to April 10, 2026. The values displayed are the average of both sub-queues. For the scheduled panel, if one sub-queue experienced emergency outages then it is excluded from the average and instead indicated with a symbol. Officially, consumers in every Ukrainian region are divided into twelve total "sub-queues", each with a roughly equal electricity demand. The outage scheduldes provided ahead of time by Distribution System Operators (DSOs) indicate which sub-queues will be disconnected and when, with the intention of affecting consumers equally at a weekly timescale. When necccessary, emergency outages are announced that take priority over scheduled outages.

4. GAS STORAGE RESERVES: Daily storage level of all underground gas storage facilities in Ukraine in million cubic meters (excluding technical gas). Projected data for 2026 is calculated using the same daily injection/withdrawal volumes as occured in 2025.

5. DAY AHEAD MARKET (DAM) ELECTRICITY PRICES: Prices as provided by Ukraine's market operator OREE, converted into EUR/MWh using daily exchange rates from the National Bank of Ukraine. Price cap of 15,000 UAH set as of January 17 is also exchanged into EUR and indicated.
