The Advisory Council is an external, high-level expert body that provides strategic guidance, support, and recommendations to the project's Project Management and Project Coordination Group. The GDU project's Advisory Council comprises up to 18 distinguished individuals representing different sectors and countries, particularly Ukraine, Poland, Germany, and the EU.

Laurence Tubiana

Laurence Tubiana

President and CEO of the European Climate Foundation (ECF)

Laurence Tubiana is CEO of the European Climate Foundation (ECF) and a Professor at Sciences Po, Paris. She previously chaired the Board of Governors at the French Development Agency (AFD), as well as the Board at Expertise France (The French public agency for international technical assistance). Before joining the ECF, Laurence was France’s Climate Change Ambassador and Special Representative for COP21, and as such a key architect of the landmark Paris Agreement. Following COP21 and through COP22, she was appointed UN High-Level Champion for climate action.
Laurence brings decades of expertise. From 1997—2002, she served as Senior Adviser on the Environment to the French Prime Minister Lionel Jospin. From 2009—2010, she created and led the newly established Directorate for Global Public Goods at the French Ministry of Foreign Affairs. She founded in 2002 and directed until 2014 the Institute of Sustainable Development and International Relations (IDDRI). She has held academic positions including Sciences Po and as Professor of International Affairs at Columbia University. She has been a member of numerous boards and scientific committees, including the Chinese Committee on the Environment and International Development (CCICED).

Director and Chief Economist of Potsdam Institute for Climate Impact Research (PIK)

Ottmar Edenhofer is director and chief economist at the Potsdam Institute for Climate Impact Research (PIK) and director of the Mercator Research Institute on Global Commons and Climate Change (MCC). Furthermore, he is professor at the Technical University of Berlin and considered one of the world's leading experts on the economics of climate change. His memberships include, among others, the German Academy of Science and Engineering acatech and the German Academy of Sciences Leopoldina. The fourth year in a row, Ottmar Edenhofer belongs to the 1% of the most cited scientists worldwide in the category "interdisciplinary science" according to the Web of Science citation index. His expertise is sought on national, European and international level. Since April 2022, Ottmar Edenhofer is Chair of the newly appointed European Scientific Advisory Board on Climate Change (ESABCC).

Head of European Investment Bank Group (EIB)`s Permanent Representation in Brussels and Deputy Secretary General

Mr. Zinglersen appointed as Head of EIB's Permanent Representation in Brussels and Deputy Secretary General. Until September 2025, he was Director of the EU Agency for the Cooperation of Energy Regulators (ACER) since January 2020. Before joining ACER, he was the first Head of the global Clean Energy Ministerial Secretariat hosted at the International Energy Agency in Paris (IEA). His background lies primarily in the Danish civil service, serving most recently as Deputy Permanent Secretary at the Danish Ministry of Energy, Utilities, and Climate, responsible inter alia for the energy policy portfolio. He was also the Danish government’s head of the global climate negotiations, culminating in Denmark’s Presidency of the Council of the EU in 2012. He started his career in the Danish Foreign Service, having been posted in Brussels at the Danish Permanent Representation to the EU. For a number of years, he taught Union law at the University of Copenhagen. He holds a Master’s Degree in Law from the University of Copenhagen and is a graduate of IESE Business School's Advanced Management Program and Harvard Kennedy School's Senior Managers in Government program.

Robert Schlögl is a chemist with research interests in heterogeneous catalysis and materials for energy storage concepts. After his studies and PhD in Munich, he was a postdoc in Cambridge and Basel. Following his habilitation in Berlin, he became a professor at the Goethe University Frankfurt. For many years, he led the Fritz Haber Institute of the Max Planck Society, Berlin (1994-2023), as well as being the founding and subsequently managing director of the Max Planck Institute for Chemical Energy Conversion in Mülheim an der Ruhr (2011-2022).  

Long before starting his tenure as President of the Alexander von Humboldt Foundation in 2023, Professor Schlögl has been active both nationally and internationally in a number of advisory and consultative bodies. He is Vice-President of the German National Academy of Sciences Leopoldina and a member of several other academies. Concurrently, he chairs the Advisory Board of the Kopernikus Projects of the Federal Ministry of Education and Research, which drive research on energy transition. He has played a significant role in bringing together sciences, industry, civil society and policy makers.

Bernd Rech studied physics at the University of Heidelberg and the RWTH Aachen, where he received his doctorate. In 2007, he was appointed professor at the Faculty of Electrical Engineering and Computer Science at the Technical University of Berlin. From 2006 to 2017, he headed the Institute for Silicon Photovoltaics at the HZB. He worked with his team on developing highly efficient and cost-effective thin-film solar cells and new material combinations to produce tandem solar cells. From 2008 to 2020, he was the spokesman for the Renewable Energies program of the Helmholtz Association. Prof. Rech is a member of the German Academy of Science and Engineering (acatech).

Yuri has over 20 years of experience in strategy, investments, finance, market and regulatory advice with focus on the Ukrainian energy sector for private and public sector clients. He participated in structuring and financing of large infrastructure projects on electricity generation, transmission, distribution as well as gas production. Dr. Kubrushko advised on more than 200 projects in the energy sector of Ukraine, including for such clients as AES Corporation, Axpo Trading, CEZ, Contour Global, EBRD, EDF, EDP Renewables, ENEL, Freepoint Commodities, IFC, Mitsubishi, RBS Sempra, Sumitomo, Wildhorse Energy, and the World Bank. Yuri Kubrushko has Ph.D. degree in economics awarded by the Kyiv National Economic University.

Volodymyr Kudrytskyi headed and coordinated the preparation activities for synchronisation of Ukraine’s power system with ENTSO-E. After the full-scale russian invasion, he led the process of transferring critical equipment and personnel to a safer place in Ukraine, thus maintaining the continuity of business processes. Mr Kudrytskyi established effective communication with the leaders of ENTSO-E and EU institutions and negotiated the emergency synchronisation of the Ukrainian and European power systems. He also led the process of restoration of electricity export from Ukraine to the EU countries and finalised the attainment by Ukrenergo of the status of ENTSO-E Member.
Mr Kudrytskyi is Member of the Association of Chartered Certified Accountants (ACCA), Certified Internal Auditor of the Institute of Internal Auditors (CIA), Member of the Consultative and Supervisory Group of the CoST initiative, holds Master’s Degree in International Economics from Kyiv National Economic University. Throughout his career, he has been involved in a wide range of projects related to business efficiency and corporate governance in capital investment, procurement, logistics, sales and trading, and production organisation.

Monika Morawiecka

Senior Advisor at The Regulatory Assistance Project (RAP)

Has almost 20 years’ experience in the energy sector.
Since 2022 she’s been affiliated with the Regulatory Assistance Project (RAP), an independent non-governmental organization committed to accelerating the energy transition toward a sustainable, secure and cost-effective future.
Previously she spent 15 years at the PGE Group, the biggest Polish power producer. Between 2010 and 2019 as a Head of Strategy, she led a team responsible for the strategy formulation at the group level, analyzing PGE's external and internal environment and proposing the Group's long-term development plans for both conventional and renewable energy, as well as regulatory management. Between 2019 and 2021 she was a CEO of PGE Baltica, PGE’s subsidiary responsible for the development of a 3.5 GW portfolio of offshore wind farms in the Baltic Sea.
From 2013 to 2018 she was also a member of the Management Board of the Polish Electricity Association, a leading energy sector organization in Poland.
She holds a master’s degree in Finance and Banking from the Warsaw School of Economics and the CEMS Master in International Management.

Artur Lorkowski is an accomplished diplomat with expertise in energy and environmental protection, climate change, and public administration. Currently, he holds the position of Director of the Energy Community Secretariat in Vienna, Austria. Previously, he served as the Vice-President of the Management Board of Poland's National Fund for Environmental Protection and Water Management, where he oversaw crucial areas such as climate change adaptation, water protection, and zero-emission transport. Throughout his career, Mr. Lorkowski has also held several important diplomatic positions, including serving as the special envoy of the Minister of Foreign Affairs for Climate Affairs and as the Ambassador of Poland in Austria. Prior to his diplomatic assignments, he served as the Deputy Director at the Ministry of Foreign Affairs and the Office of the Committee for European Integration, where he was responsible among others for energy security and climate change. Mr. Lorkowski is an accomplished alumnus of the Warsaw School of Economics and the National School of Public Administration.

Inna Sovsun is a Ukrainian MP, member of the Committee on Energy, Housing and Utilities Services of the Verkhovna Rada, since May 2020.
In 2009, Inna founded the non-profit think-tank CEDOS, and headed it until 2014. Then, she served as Ukraine's deputy Minister of Education and Science of Ukraine from 2014 to 2016. Afterwards, she became the Vice President of Kyiv School of Economics (2016-2019).
Since 2019 and until now Inna Sovsun is an MP, focusing in her work on renewable energy development in Ukraine, quality changes in the educational system in Ukraine, and other topics. Inna is also a senior lecturer at the National University of Kyiv-Mohyla Academy.

Consultant to many companies in the energy sector in Poland, Europe and the USA. Between 2015 and 2019, he created the Gulf Cooperation Council countries' energy market as director of a project financed by 6 GCC countries in the regional transmission system operator, GCCIA. He has worked for, among others, the National Environmental Protection Agency, Columbus, and NODES - an European flexibility platform. Expert of the Civic Institute and co-author of the Civic Coalition's energy program. Lecturer at Collegium Civitas and other universities. President of the Management Board of PSE S.A. (Polish Transmission System Operator) since March 1, 2024.

Stefan Kapferer has been Chairman of the Management Board of 50Hertz since December 2019 and member of the steering committee of the German-Belgian Elia Group. For several years he was State Secretary in various departments at state and federal level. In 2011, he was appointed State Secretary at the Federal Ministry of Economics and Technology and was thus also responsible for the energy sector. He represented the ministry in the EU Council of Energy Ministers and was Chairman of the Supervisory Board of the German Energy Agency (dena). From 2014 to 2016 Kapferer was Deputy Secretary-General of the Organisation for Economic Cooperation and Development (OECD) in Paris. From 2016 to 2019 he was Chairman of the Executive Board of the Federal Association of the German Energy and Water Industries (BDEW).

Vitalii Zaichenko is a Ukrainian power engineer, a specialist in the field of operational dispatch control of the Integrated Power System (IPS) of Ukraine with many years of experience. He obtained a higher technical education degree with major in Power Plants. From 1 July 2025, he has been serving as Chairman of the Management Board of NPC Ukrenergo. Vitalii Zaichenko started his career in the energy sector in 1996 as an engineer for electrical modes optimisation service. He participated in research on establishing the “Burshtyn TPP Island” and ensuring the technical possibility of synchronisation of the power system of Ukraine with the Continental European network. In 2015, he was appointed Director for Management of the IPS of Ukraine – Chief Dispatcher. In this role, he was responsible for the centralised operational and technological control of the system, including coordinating its parallel operation with ENTSO-E. On the first day of the full-scale invasion by the russian federation in 2022, he ensured the transition of the IPS of Ukraine to an isolated mode of operation, as well as its further synchronisation with the European power system. During the war, he ensured the balanced operation of the transmission system in the face of massive attacks targeted against the energy infrastructure. Vitalii Zaichenko’s responsibilities as Chairman of the Management Board of NPC Ukrenergo include strategic management of the company, dispatching, ensuring electricity market functioning, internal, external and international communication, coordination of the Management Board, European integration and implementation of ESG strategy and sustainable development policy.
