About the Project
Green Deal Ukraïna (GDU) project is a 4-year project, initiated and coordinated by HZB, and funded by the Federal Ministry for Research, Technology and Space (BMFTR). The project is a trilateral collaboration between Germany, Ukraine and Poland. GDU aims to empower Ukrainian governmental institutions, policymakers, and society to make informed decisions on energy and climate policy and is developing an independent energy and climate centre in Kyiv – Kyiv Energy and Climate Lab (KECLab), a joint Lab of Helmholtz-Zentrum Berlin (HZB) and the National University of Kyiv Mohyla Academy (NaUKMA).
It is a trilateral project of Germany, Poland, and Ukraine.
The project supports Ukraine across the following missions:
- Energy security, resilience, and short-term support
- Sustainability and decarbonisation
- Full energy market integration, competitiveness and innovation
- EU Integration: Successful accession to the EU.
GDU’s three main work directions are data and modelling, policy analysis, and capacity building programs.
OUR VISION
Ukraine is a prosperous, peaceful and democratic country, a member of the European Union with steady economic growth, political stability, social welfare, a stronger international presence, and deep cooperation with neighbouring countries, contributing to the EU goal of being climate-neutral by 2050.
OUR MISSION
is to share knowledge and expertise, to develop strategies and future-proof energy and climate policy decisions for Ukraine’s recovery, transformation and EU integration, to shape policy framework for achieving ambitious, long-term goals, and engage policymakers, experts, researchers, industry and civil society representatives, as well as investors, to encourage a productive exchange of views between all the stakeholders for uniting concerted efforts.
is to contribute to efficient decision-making in the field of energy- and climate, thus supporting Ukraine with the needed legislative compliance specifically in Energy- and climate policies ahead of full EU membership of Ukraine.
We implement our mission as a trilateral project including Germany, Poland and Ukraine. The project will lead to an independent think tank by Ukrainians for Ukraine, based in Kyiv. It will gather and provide transparently relevant and high-quality data, facts and models; policy analysis; interact with all relevant decision-makers and stakeholders, and it will provide training that meets the needs of the already highly skilled Ukrainian energy- and climate professionals and experts.

Together, we aim to develop and evaluate energy policy frameworks to achieve medium- and long-term goals at various levels. Our work involves conducting basic research and providing evidence-based advice to institutions, civil society and business.
